According to Georgia Code § 16-5-40, a kidnapping offense can occur whenever someone slightly moves someone else in a way that is not incidental. A movement will be considered intentional when someone isolates or conceals the victim, attempts to avoid apprehension while in possession of the victim or lessens the risk of the victim’s detection.
